In his twitter account, the Hollywood martial arts star extended his friendship to Filipinos and told them not to worry.
"We do not hate," he said.
Later, he added: "We already have so many natural disasters - typhoons, tsunamis, everything! We should be united and not kill or hate each other."
Chan also expressed sympathy for the widely derided Philippine police.
"If they had killed the gunman sooner, many would ask why they didn't negotiate first. And if they negotiated first, they'd ask why they didn't kill him sooner," Chan said. "So sad."
Manila officials, at least this time around, were quick to respond.
"Thank you, Mr Chan, for extending a hand of friendship," presidential spokesperson Edwin Lacierda said.
"We grieve the tragedy. We hope the Hong Kong people will also understand our situation."
